The Trump administration has labelled Europe a breeding ground for terror fed by unchecked migration, unveiling a new counterterrorism strategy on Wednesday that also takes aim at domestic left-wing movements it brands "radically pro-transgender."

Drawn up under counterterrorism coordinator Sebastian Gorka, a British-educated Whitehouse aide who has been repeatedly deployed in the media to explain and defend Trump's policies, the document also elevates Latin American drug cartels to a central counterterrorism concern.

What does Trump's strategy say about Europe?

However, the document reserves its harshest rhetoric for Europe, whose governments - many of them close Washington allies - will find little comfort in being singled out so pointedly.

'Terrorism is guaranteed'

"It is clear to all that well-organised hostile groups exploit open borders and related globalist ideals. The more these alien cultures grow, and the longer current European policies persist, the more terrorism is guaranteed," the strategy states.

It adds: "As the birthplace of Western culture and values, Europe must act now and halt its wilful decline."

The broadside follows a separate Trump national security document that warned Europe risked "civilisational erasure" through immigration.

The President has separately clashed with European NATO partners over their reluctance to back his confrontation with Iran.

What does Trump's strategy say about left-wing and transgender groups?

Domestic political opponents are equally in the firing line. The strategy singles out what it terms "violent Left-Wing Extremists, including Anarchists and Anti-Fascists," pledging that counterterrorism efforts will "prioritise the rapid identification and neutralisation of violent secular political groups whose ideology is anti-American, radically pro-transgender, and anarchist."

As evidence, the strategy points to the alleged murder of conservative influencer and Trump ally Charlie Kirk, attributed to "a radical who espoused extreme transgender ideologies."

The strategy reflects a broader pattern since Trump's return to the White House — he has moved aggressively to roll back gender diversity recognition, prohibiting transwomen from competing in women's sport and issuing an early executive order enshrining a two-gender policy in federal law.
