Learner drivers across the UK are being urged to exercise caution as the final stage of the Driver and Vehicle Standards Agency (DVSA) booking rule changes comes into force on Tuesday, June 9, 2026. This latest update restricts where candidates can relocate their practical driving tests.

These changes are part of a broader, phased strategy introduced by the DVSA to curb misuse of the booking system. For years, the system has been plagued by unofficial third-party booking services and "placeholder" bookings—where slots are secured early and moved repeatedly—contributing to lengthy backlogs and frustrating delays for other candidates.

A statement on Gov.uk reads: "From June 9, 2026, further restrictions will come into force, limiting learners to moving their test only to one of the three nearest driving test centres. This will help to deter bookings at locations where learners do not intend to take their test."

The new rules, implemented in stages, have fundamentally changed things for learners:

• Number of changes allowed: Since March 31, learners have been restricted to only two changes to a driving test booking (down from six).
• Booking and management: As of May 12, only the learner is permitted to book and manage their practical test; instructors and third-party services can no longer do this on their behalf.
• Test location moves: From June 9, appointments can only be moved to one of the three nearest test centres, rather than any centre in the country.

Beverley Warmington, DVSA Chief Executive, said: "Our priority is to stop learners being exploited by third parties, put them in control of their driving test and make the process fairer by clamping down on businesses that resell tests at inflated prices.

"These new measures help bring a halt to a system where the use of bots and third parties increases the amount some learners pay for a test and blocks test availability for many others. These measures will help free up appointments for genuine learners who are ready to take their test.

"We’re determined to reduce waiting times further, building on the more than 158,000 additional tests delivered between June 2025 and March 2026 - supported by driving examiner numbers at their highest level since 2018 and the recent deployment of military driving examiners who are already carrying out tests."

Motoring specialist Jonathan Such, head of sales and marketing at First Response Finance, is warning that the new restrictions mean "panic booking" or poor planning could see learners pushed to the back of the queue. He emphasises that with only two changes allowed, there is very little room to treat a booking as a placeholder while waiting for a preferred date.

"One of the biggest mistakes learner drivers can make now is booking a test too early just because they've seen a slot become available," Jonathan Such said. "If your instructor still thinks you need more practice on roundabouts, manoeuvres, or busier roads, booking too soon could leave you using up your changes before test day even arrives".

He also highlights the importance of selecting the right test centre from the outset. With the June 9 rule limiting test moves to the three nearest centres, learners should be realistic about where they feel comfortable taking their test and whether their instructor covers that area.

The DVSA reforms serve as a reminder for learners to stick to official channels. The crackdown on third-party services is intended to protect learners from potentially exploitative practices.

Candidates are advised to take control of their booking process, maintain their own account details, and resist the temptation of unofficial services promising fast-track solutions. For many, the safest approach remains slowing down, ensuring genuine readiness, and treating every booking decision with care.
